The sailing branch had been looking for someone to replace Branch after his access to classified information was suspended in November 2013 due to his previous connections to Leonard Glenn Francis.

Rear Adm. Elizabeth Train was nominated in November 2014 but her promotion was put on hold after someone filed a complain against her. Cleared of wrongdoing, her nomination papers sat untouched in the Senate Armed Services Committee until CNO Adm. John Richardson withdrew her name.
