Naval Vessel Transfer Act of 2013, signed by Obama a year ago, authorized the transfer of USS Taylor, USS Gary, USS Elrod and USS Carr to Taiwan.

Taiwan decided to take over USS Gary and USS Taylor. Since then, the island has been waiting for the U.S. government to complete the transfer process.

The bill by Representative Brad Sherman and Ed Royce will force the administration to provide a detailed timeline for the transfer of the warships within 30 days of it becoming law.
